I am writing to inform you that Wednesday, October 6, 2021, the College was informed of an individual who tested positive for COVID-19.  

Dear Laney College Community,

I am writing to inform you that Wednesday, October 6, 2021, the College was informed of an individual who tested positive for COVID-19.  To protect everyone’s health and safety in compliance with the law, this message serves as notification, though we cannot identify the individual who tested positive for the virus due to privacy laws.

This person was last at the College on September 29, when they were not experiencing symptoms, and they have not returned to campus since.   They then tested positive on October 5th, reporting the test result on the 6th to a Laney College administrator.  Per CDC and ACPHD guidelines, this individual will remain off campus for ten days from the date of the positive test result and may return after ten days if they are no longer symptomatic.   Also, this individual’s information will be forwarded to the County  

The health and well-being of our students and employees is of the utmost importance.  If you develop flu or other symptoms including dry cough and fever, please contact your medical provider.    

Laney College has been open with limitations since August 23, 2021, with some on-classes running and limited services available, mostly from 10 a.m. to 4 p.m.   Per policy and the District email of August 5, access must be requested and employees must then exercise the precautions when coming to campus.   Employees who have business on campus should submit the Campus Access Request Form - https://tinyurl.com/y6h37bee - so that their supervisor may review. 

   We ask that you abide by Federal Centers for Disease Control and Prevention (CDC) Guidelines to protect your health and those around you.  They are as follows: 

 

·         Please wear a mask when coming to campus.

·         Abide by state guidelines (https://covid19.ca.gov/safer-economy/).  

·         Wash your hands often with soap and water for at least 20 seconds, especially after you have been in a public place, or after blowing your nose, coughing, or sneezing. 

·         If soap and water are not readily available, use a hand sanitizer that contains at least 60 percent alcohol. Cover all surfaces of your hands and rub them together until they feel dry. 

·         Avoid touching your eyes, nose, and mouth with unwashed hands. 

·         Follow all recommendations provided by the CDC

·         If you have medical questions, please contact your health care provider. Students with concerns can contact the Roots Clinic at (510) 533-1248 (please provide your student ID during the call).         

·         If you, or someone in your household, shows COVID-19 related symptoms, please notify Human Resources, your immediate supervisor, Vice President Derek Pinto, or me.  Be assured that we will maintain confidentiality to the highest degree possible.

Thank you to all who were able to attend the Town Hall webinar, Safe Peralta Return to Campus, on Monday morning, October 4, 2021. Over 500 people -- 517 to be exact -- including students, faculty, staff, administrators and contractors participated in the informational session. A major goal of the webinar was to present information about what has been done to support a safe return to campus, and also to get any questions about the return to campus answered. There were 172 questions submitted via the Q&A feature and we were able to answer almost half those during the 90 minute session. Additional questions were submitted via chat and we are working to incorporate those into a FAQ covering all the questions from the webinar. The questions and answers will be posted later this week on Safe Peralta.

I trust that you are doing well and staying safe. I would like to take this opportunity to share with you some important information regarding COA’s Return to Campus (RTC) plans. As you are aware, on Friday, September 24th, Chancellor Jackson sent an email to the entire District concerning employees’ return to campus. In addition, she has organized a virtual Town Hall on October 4th , from 10:00 - 11:30; via Zoom for RTC information dissemination and Q&A. I encourage you to attend this important event. The purpose of this communication is to provide similar information but a bit more specific to our campus community.     

In an effort to better serve students, starting the week of October 18th , COA will be increasing the number of in-person services and support offered. We will be providing in-person services across the college through units under our three key service divisions: Business & Administrative Services, Instruction/Academic Affairs, and Student Services. In general, in-person services will be provided 2-4 days per week. To this end, starting the week of October 4th, our wonderful staff will be asked to begin to work on campus to facilitate the provision of in-person services. COA managers will be providing staff with two-week RTC notification letters. These notifications will indicate the employees on campus work schedule. If there are any issues or concerns regarding your schedule, please address them with your manager or area Vice President.  To support our staff, administrators will be on campus 2-5 days a week as well. We are all in this together---supporting student learning and success!  

Please be advised that PCCD employees and students must be vaccinated or have an approved exemption. For your convenience, below is information regarding the District’s vaccination requirements:

Employee Vaccination:

As previously announced, all employees must provide proof of vaccination against COVID-19 by October 7, 2021, as a condition of employment.  The Board of Trustees adopted the vaccination policy to make the inevitable return to in-person instruction and student support as safe as possible for all individuals involved. If you have not done so already, please upload your vaccination information or exemption request via Company Nurse. Exemption forms are available at Safe Peralta and also must be submitted by October 7, 2021.Those not vaccinated will have to submit to weekly COVID-19 testing  to ensure that the risk of them being on campus is minimized. Please see Safe Peralta for details regarding testing.

Beginning on October 8, 2021, the vaccination policy will be enforced for employees and, failure to comply with the vaccination policy may be grounds for administrative action.  If you are still in need of vaccination, contact your healthcare provider, use the free Alameda County Public Health Department vaccination service, use your local pharmacy, or sign-up for upcoming clinics at the colleges as posted on Safe Peralta.

Student Vaccination:

Per the announcement from the District earlier in the week, students will be required to upload their proof of vaccination or exemption documents via the Campus Solutions module in PeopleSoft (https://sa.peralta.edu/). They will receive details on how to upload their proof of vaccination early the week of October 4th if not sooner.  

The District recommends students use the state Digital COVID-19 Vaccine Record at https://myvaccinerecord.cdph.ca.gov/ to get a screenshot of their vaccination record for uploading to Campus Solutions. 

Please be advised that beginning on October 13th , the vaccination policy will be upheld for students coming to campus and for all students starting Spring 2022.  If students still need a vaccination, there are several options available including:

Additionally, everyone coming onto District operated property are required to wear masks or other appropriate face coverings. Maintaining a high degree of safety remains our chief priority.

Following the Chancellor’s email of Friday, September 24th, concerning employee return to campus, I am writing with an update of our plans at Laney.   

What is the return date?  - Please be advised that we are postponing return dates to the week of October 18, with 2-week notices going to employees on October 4th or 5th.   Please look for notification from your area Vice President, or in the case of Student Services, either the Dean of Enrollment Services or the Dean of Counseling.    

Delaying the notifications to the 4th and 5th (for return on the week of the 18th)  will allow employees to virtually attend Monday’s District Town Hall (October 4, 10:00 - 11:30; Zoom) prior to receiving notices.

What days/times will offices at Laney be open to students?  -  There has been high on-campus demand for services, even on Friday with just over 500 students attending in-person classes.  Thus, for the remainder of Fall 2021, offices will have “open to the public” hours from 10 a.m. – 4 p.m. Monday through Friday. My thanks to campus classified leadership for allowing me to apprise them of plans and providing feedback. 

These hours align with the current opening/closing times of our Library, Cafeteria, and Cashier’s Office.

Vaccination Policy 

If you are coming to campus for a class and/or in-person services, you must follow the vaccination policy set forth by the Board of Trustees. Here is the policy:  

“As a condition of, and, for permission to access all properties controlled by the Peralta Community College District (PCCD) all students must provide proof of 'full' COVID-19 vaccination (as defined by the U.S. Center for Disease Control) or submit a request for exception on medical, disability, religious grounds, or a deferral based on pregnancy. In addition, all non-COVID-19 vaccinated students will be required to properly wear Face Masks that always cover mouths and noses while on PCCD controlled property and must be tested weekly for COVID-19.” 

Student Vaccination Proof 

Students will be required to upload proof of vaccination or exemption documents via the Campus Solutions module in PeopleSoft (https://sa.peralta.edu/). You will receive details on how to upload your vaccination proof early the week of October 4th if not sooner.  

We recommend using the state Digital COVID-19 Vaccine Record at https://myvaccinerecord.cdph.ca.gov/ to get a screenshot of your vaccination record for uploading in Campus Solutions. 

Proof of vaccination will be checked against California State vaccination records. Falsifying vaccination data (such as forging a vaccination card) is considered a felony, as well as a breach of Peralta Board Policy 5500, Administrative Procedure 5500, and Education Code Section 87732.  

Vaccination Policy Enforcement 

Beginning on October 13th, 2021, the vaccination policy will be enforced for students.  If you still need a vaccination, there are several options available including: 

Campus Shield for COVID Screening 

We will continue to use the Campus Shield app (for Apple iOS devices, click here; for Google Play, click here) to pass through safety checkpoints and access campus facilities. First time users please download the app and register with your student email address (@cc.peralta.edu). Once set up, use the COVID Health Assessment option to answer the Centers for Disease Control and Prevention (CDC) questions. If you have questions about your student email, visit this Canvas resource for help.  

COVID Testing 

Peralta Community College District is in the process of arranging weekly COVID testing on each of the campuses including the District Office. This service is expected to begin the week of October 11, 2021. 

Town Hall

Please join me on Monday, October 4th from 10am to 11:30am for a Town Hall webinar to discuss the Vaccination Policy and our Back to Campus activities. We want to answer any questions you might have. Classified Professionals

During the week of October 11, 2021, we expect Classified Professionals who have been working remotely to begin returning to the office in some capacity.  The specific needs and schedules will be communicated by the College Presidents and their administrative teams (for college-based staff) and Vice Chancellors and their managers (for district office staff). I expect those messages to go out next week.

Our IT department is working with Oracle developers to have the PeopleSoft process in place by the end of September. By having the data in PeopleSoft, faculty and administrators will be able to view reports showing whether students are compliant or not with the vaccination requirement, for example, by class roster.

Proof of vaccination will be checked against California state vaccination records. Remember that falsifying vaccination data such as forging a vaccination card is considered a felony as well as a breach of BP/AP 5500 and Education Code Section 87732. There will be consequences for such dishonesty.

COVID Testing

The Department of General Services (DGS) is in the process of arranging weekly COVID testing on each of the campuses including the District Office. This service is expected to begin the week of October 11.

I also want to thank you for your patience as we work out the soft launch of expanded student services and in-person instruction together as a community, in the spirit of Ubuntu, to help our students.

Notice of Positive Covid-19 Test in DGS

Dear DGS Community,   

We were notified on September 9, 2021, that one of our DGS employees was tested positive for COVID-19.  This notice was followed by another confirmed Covid-19 test on September 11, 2021, of one of our bond program contractors. Although limited, both had some presence in the DGS offices near the time they were diagnosed. While privacy laws prevent identification of the individuals, this message serves as required and responsible notification. 

These individuals will be quarantined away from PCCD for ten days from the date of their respective positive test results and may return afterwards if they have no illness symptoms. Also, the individuals’ information has been forwarded to the County for contact tracing. 

We hope you will keep in mind, respect the fact that, and act as if the health and well-being of everyone in the Peralta family is paramount.  If you develop flu or other symptoms including dry cough and fever, please contact your medical provider.

Chancellor’s Announcement - Back to Campus Update August 18, 2021

Thank you to all the faculty, staff, and administrators who are working so diligently to prepare for the fall semester that begins on Monday, August 23, 2021.  We’ve accomplished a lot to get ready and there’s still much to do.

Vaccination Policy  

The PCCD Board of Trustees approved the first Bay Area community college district vaccination policy for students and employees, which we announced on August 5th. Employees, contractors, and students are required to show proof of vaccination (or a recent negative COVID test result) in order to be on campus. The draft administrative procedure regarding vaccinations has been posted on the Safe Peralta website and you can read it here.  We’ve also posted the draft COVID-19 Prevention Plan.    

All of these documents and plans have been shared with leaders from all three collective bargaining units. We’ve met with the Peralta Federation of Teachers, and they have already indicated approval. We have met with IUOE Local 39 and they understand the policy and are not opposed. We have reached out to SEIU Local 1021 and hope to discuss with them shortly.   

Upcoming vaccination opportunities are posted on the Safe Peralta website. Free COVID testing for students is available at the Roots Clinic. We are investigating potential partners for on-campus testing service for students and employees.   

To aid with vaccination status tracking and campus access, employees should use Company Nurse online, a service offered by our insurance provider ASCIP. The screening and vaccination information submission form guide is available online at Safe Peralta.  Employees can start the process on the Company Nurse website here.   

Students and contractors should use the Campus Shield app. Campus Shield is available for both mobile devices and desktop computers but we recommend using the mobile app when visiting a campus. Once installed, use the COVID Health Assessment function within Campus Sheild to answer the screening questions for campus entry.   

We understand that many questions may come up regarding the vaccination policy.  Please send your questions to Human Resources at hr@peralta.edu.  There are FAQs posted on the Safe Peralta website, for employees and for students, and we’ll be using your feedback to get these FAQs updated.    

Facilities  

In my August 10th Announcement with Vice Chancellor of General Services Atheria Smith, we provided a building cleaning schedule. With “Help from HPLE” (High Performance Learning Environments), the cleaning teams have made excellent progress.  As of last night, August 17, 2021, the buildings that were prioritized for cleaning at all four colleges and the District office have been cleaned, tested, passed the tests, and are ready for use.   

  • Following CDC guidelines, plumbing for our water supply has been flushed in order to prevent Legionella and other potential problems from water systems after a prolonged shutdown.   

  • HVAC systems have been examined and we are working through the list of things discovered during that examination including the changing of air filters.   

  • Signs for posting on campuses with information about indoor mask requirements and CDC recommendations for mitigating the spread of COVID are currently being printed. These will be posted on the campuses on Friday, August 20th.   

We will open with limits on August 23rd.  DGS, working closely with IT and Risk Management, is trying to standardize the entry process for all campuses. Berkeley City College will have a slightly different access procedure given the process for facial recognition and temperature-taking already in use there. We will share the Standard Operating Procedures (SOP) with the Vice Presidents of Administrative Services at each of the campuses.  

Buildings prioritized for opening have been cleaned and tested. Marina Security will have patrol officers stationed at those building entrances to review COVID access credentials (Company Nurse for employees and Campus Shield for students and visitors).  Kiosks will be available at Laney, Merritt, and COA to help students and employees with access to Campus Shield and Company Nurse. These kiosks will be staffed from 7:30am to 8:30pm Monday through Friday, with additional time planned for weekend classes.  

All campuses will have security teams patrolling 24 hours a day, seven days a week. As always, if you need to report a security or safety concern, or need an escort from a campus location to the parking lot, you can call the Campus Public Safety dispatcher at (510) 466-7236.  

DGS will be providing daily updates as we continue to prepare for the limited opening on August 23rd. We will be posting those updates on https://safe.peralta.edu/.

As a follow-up to my message July 30, 2021, this is to elaborate on the District’s decision to advance mandatory vaccination policies for District employees, contractors, and students.

As a follow-up to my message July 30, 2021, this is to elaborate on the District’s decision to advance mandatory vaccination policies for District employees, contractors, and students.

As I previously described, the spread of the highly contagious COVID-19 (Delta Variant) requires that the District take all necessary and appropriate steps to ensure the health and safety of the Peralta Community as we return to campus. A vaccination requirement is needed at this time given the unique, serious, and evolving conditions of the variant; and, is necessary to maintain a safe campus community.

Under these unprecedented circumstances, a mandatory vaccination policy serves an important public health purpose by providing maximum protection for District students and staff.

Adhering to guidelines recently provided by the State labor board, implementation of the vaccination policy and procedure will follow State bargaining laws requiring negotiations with employee representatives over the effects of the procedure before it is implemented. The District has reached out to each of the employee labor organizations to begin negotiations as soon as possible. Statement of Policy:

As a condition of, and, for permission to access all properties controlled by the Peralta Community College District (PCCD) all students must provide proof of “full” COVID-19 vaccination (as defined by the U.S. Center for Disease Control) or submit a request for exception on medical, disability, religious grounds, or a deferral based on pregnancy. In addition, all non-COVID-19 vaccinated students will be required to properly wear Face Masks that always cover mouths and noses while on PCCD controlled property and must be tested weekly for COVID-19.

As in my initial message, I am including pertinent information in order to provide a backdrop for this decision

Historical Perspective

Since the California economy reopened on June 15th the cases of COVID in Alameda County have increased dramatically. On July 9, an announcement was sent on behalf of the Alameda County Public Health Department to warn about the spread of COVID, including the highly contagious Delta variant.

On July 26th, Governor Newsom announced that all state workers and workers in health care and high-risk congregate settings will be required to either show proof of full vaccination or be tested at least once per week. The new policy for state workers – which includes employees of the Peralta Community College District – will take effect August 2nd. Alameda County residents who are not yet vaccinated can sign up for the vaccine here.

The campuses were officially closed through July 31 with exceptions for in-person labs, athletics conditioning, and other work activities deemed essential. With the end of the summer session, we intend to extend the general campus closure policy to August 22, 2021. Between July 31 to August 22, along with the above exemptions, employees performing tasks that are deemed essential in support of the expanded in-person course offerings scheduled for the fall semester and/or maintenance and security personnel will be allowed on campus

On August 23, we plan to change the language from “closed with exceptions” to “open with limits” while we safely and deliberately plan for a full return to campuses in January 2022.

“Open with limits” will look very much like “closed with exceptions” with employees and students required to check in before attending class, athletic training, or essential on- campus work. In other words, the campuses will be open but limited to critical staff necessary to provide support services, maintenance and safety personnel, faculty and students that have in-person labs and classes, as well as coaches and athletes participating in athletic activities.

Next Steps

Throughout the Fall semester we will continue to refine our return to campus plans and the systems needed for safe operation like debris removal, HVAC for air flow, drinking water, plumbing, etc. Additionally, during the semester, we would like to offer limited in- person student services, but the start of this service is still to be determined while working with key stakeholders. As I stated previously, as our return to campus plans are solidified, they will be negotiated with each of the collective bargaining units and then communicated to the District community.

Laney College COVID-19 Announcement

Dear Laney Community,

I am writing to inform you that an individual in the employ of an independent contractor reported testing positive for COVID-19 yesterday.  As it is a confirmed positive result, the College is obligated by law to communicate this with the campus community.  College administration learned of this yesterday, and to protect everyone’s health and safety, this message serves as notification, though we cannot identify the individual who tested positive for the virus due to privacy laws. 

On August 3, 2021, on the same day, the positive test was reported to a Laney College employee.   As this independent contractor was in contact with two coworkers working for the same entity, all three individuals were advised to quarantine and not to return to campus for 10 days. 

The health and well-being of our students and employees are paramount. If you develop flu or other symptoms including dry cough and fever, please contact your medical provider.    

Laney College remains closed with exceptions until August 22, 2021, and per policy, access must be requested and employees must then exercise the precautions when coming to campus.   Employees who have business on campus should submit the Campus Access Request Form - https://tinyurl.com/y6h37bee - so that their supervisor may review.

We ask that you abide by Federal Centers for Disease Control and Prevention (CDC) Guidelines to protect your health and those around you.  They are as follows:  

  • Please wear a mask when coming to campus.

  • Abide by state guidelines (https://covid19.ca.gov/safer-economy/).

  • Wash your hands often with soap and water for at least 20 seconds, especially after you have been in a public place, or after blowing your nose, coughing, or sneezing.

  • If soap and water are not readily available, use a hand sanitizer that contains at least 60 percent alcohol. Cover all surfaces of your hands and rub them together until they feel dry.

  • Avoid touching your eyes, nose, and mouth with unwashed hands.

  • Follow all recommendations provided by the CDC.

  • If you have medical questions, please contact your health care provider. Students with concerns can contact the Roots Clinic at (510) 533-1248 (please provide your student ID during the call).

  • If you, or someone in your household, shows COVID-19 related symptoms, please notify Human Resources, your immediate supervisor, Vice President Derek Pinto, or me. Be assured that we will maintain confidentiality to the highest degree possible.
